The nationally representative employer organization Union for Private Economic Enterprise (UPEE) has established two advisory councils to support the business of UPEE member businesses: Council for Digital Transformation and Cybersecurity and Council for Industrial Policies >.
The Council for Digital Transformation and Cybersecurity is headed by Atanas Temelkov, a prominent expert on the subject with many years of experience in management positions in the Executive Agency for Electronic Communications Networks and Information Systems (EA ESMIS) and the State Agency for Electronic Government.

Together with his team, Temelkov will work on issues of state policy in the field of research, innovation and transfer of digital technologies and cybersecurity in small and medium enterprises, and will propose specific measures, actions and concepts in these areas. The activity will be carried out in the areas of digital technologies, business and administration transformation, information security and creation of conditions for information exchange in the field of digital transformation and cybersecurity.
The Council for Industrial Policies (EPA) is headed by the industrialist Plamen Bobokov. The association was established in order to generate, discuss and offer to the members of the UPEE, the government, trade unions and other stakeholders, policies in support of the transformation and development of Bulgarian industry. In its activities, the EPA will be guided by the principle of equality between all sectors and scales in the economy, coordinating their interests – craftsmen, micro-companies, small and medium-sized companies, large companies, industry organizations, academic institutions and others. In thematically structured working groups, the members of the UPEE will be able to work together to more effectively build sectoral policy projects to be implemented in dialogue with the government, trade unions and other interested public groups.
The presidents of the two councils met with US economic adviser Dan Shomon. For several years now, Mr. Shomon has signed a memorandum of cooperation with the Union for Private Economic Enterprise in the field of investment promotion and improving the business climate in Bulgaria. The talks discussed the priorities for the work of the councils in both thematic areas and the possibilities for cooperation with American investors.
