
On 01.11.2021 the Union for Private Economic Enterprise started the implementation of an administrative grant agreement № BG05M9OP001-1.128-0006-C01, project “Joint actions of social partners for the development of digital skills”, under the Operational Program “Human Resources Development” “, Grant scheme BG05M9OP001-1.128” Development of digital skills – Component 2 “.
The project is worth BGN 1,891,955.80, of which BGN 1,608,162.43 is European and BGN 283,793.37 is national co-financing.
The duration of the project is 20 months, starting on November 1st, 2021 and ending on June 30th, 2023.
The main goal of the project is through joint actions of social partners to determine the specific levels of digital skills that employees need in their work, as well as to support their acquisition, in accordance with the evolving digital technologies in individual sectors of the Bulgarian economy.
The specific objectives of project BG05M9OP001-1.128-0006-C01 “Joint actions of social partners for the development of digital skills” are:
1. Conducting research and analysis of digital skills needs in 14 economic activities (sectors) based on the developed methodology
2. Development, testing and validation of unified profiles for digital skills in key positions / professions in 14 economic activities, indicating knowledge, skills and behavior that the employee should possess in order to successfully perform his / her position / profession, such as the description of the levels of required digital competences (basic, intermediate, advanced and highly specialized) for the respective position / profession will be based on the European framework DigComp2.1 and will include a description of actions taken and results achieved
3. Testing of current skills for employees in 14 economic activities, based on developed tools for assessment of digital competencies
4. Development of educational content / programs for non-formal education for development of specific digital skills, according to the requirements of the specific position / profession, outside the basic digital skills (according to DigComp2.1) in 14 economic activities
5. Conducting pilot testing of educational content / programs for development of specific digital skills in key positions / professions in 14 economic activities
6. Development and adoption of qualification frameworks for the development of digital skills in 14 economic activities and their adaptation and updating, if necessary
7. Development of methodological guidelines for maintaining and upgrading the digital skills of employees in 14 economic activities to ensure continuing education in order to better professional realization and increased professional training of employees by providing digital skills necessary for the profession / their position.
8. Awareness raising of employers, the self-employed, employees about the need to develop digital skills / competence
9. Development and implementation of models of social partnership and collective bargaining in enterprises, adequate to the technological changes and digitalization of work processes for active change management and ensuring successful adaptation of enterprises and employees to change.
The economic activities within the scope of the project are: 03 Fisheries, 32.1 Manufacture of jewelery and related articles, 42 Construction of equipment, 49.32 Passenger taxi transport, 49.4 Freight transport by road and removal services, 62 Information technology activities, 65 Insurance , reinsurance and supplementary pension insurance, 66 Activities auxiliary to financial services and insurance, 73 Advertising and market research, 74.2 Photography activities, 75 Veterinary activities, 80 Security and investigation activities, 81 Building and landscaping activities and 96 Other personal services.
The planned project activities will be implemented jointly in partnership with the Confederation of Labor “Support” (LC Support) and the Ministry of Labor and Social Policy (MLSP).
The expected results are the formation and improvement of specific professional digital skills of employees, as well as the adaptation of employers to the changes taking place from the point of view of human resources management.
